Portuguese NAP proposes 9% CO2 cut

Power generators in Portugal should cut carbon dioxide emissions by 9% during the first phase of the country's National llocation Plan for the EU Emissions Trading Scheme. The plan, published Friday, calls for total emissions over the first phase to be capped at 116.6-mil mt of CO2 for the 239 installations included in the scheme, 13 more than were included in an earlier draft plan. This works out at 38.9-mil mt/year of CO2, 2.5% less than was emitted in 2002 by the installations covered by the scheme. Power generators face one of the hardest targets. They must cap their total emissions at 19.9-mil mt/year over the 2005-07 period, down from 21.9-mil mt in 2002. Combined heat and power producers are able to increase emissions by 25% over the first phase compared with 2002, while oil refineries are allowed a 6.3% increase in emissions. The plan includes an
annual reserve of 3.1-mil mt for new installations. Excluding this reserve, the plan calls for a 2.1% cut in emissions compared with 1.5% increase envisaged in the earlier draft.
