The UK might miss its renewable generation target if price controls for transmission system operators do not reflect investment needs, regulator Ofgem said Monday. Ofgem has launched an initial consultation on whether the investment needed to expand the transmission system needs revised price controls. The regulator said it was unsure whether the present system could support the investment needed to connect often isolated renewables generation before its next scheduled price review. Ofgem said the timing of the consultation was irregular, but that it was needed. Ofgem said there were three options facing the ndustry. It could rely on existing mechanisms, or it could re-open all three price controls—one for England and Wales and two in Scotland—or it could add an adjustment mechanism to the existing controls to deal with renewable expenditure. Ofgem is lanning a more detailed investigation in November once it has received initial replies from the industry, it said. Britain wants 10% of its power to come from renewables—such as wind—by 2010.
