Ofgem publishes proposals for NGC's System Operator Incentive Scheme

Ofgem has today (Wednesday) published its proposals for developing National Grid Company's (NGC) system operator incentive scheme from 1 April 2004. The incentive scheme sets NGC a target cost for running the system efficiently and economically. If NGC out performs this target it keeps a percentage of the savings, if it overspends it bears a percentage of the costs. In this way the incentive scheme encourages NGC to operate the transmission system efficiently and economically by providing it with an appropriate balance of risk and reward. Ofgem has proposed a target of £415m, compared to the current target of £416m. The proposals sharpen the existing incentives and should see further reductions in the costs of system operation over time to the benefit of customers, who ultimately pay these costs.
