The UK government has delayed the expansion of the England and Wales electricity trading system to Scotland—to form the
British Electricity Trading and Transmission Arrangements (BETTA)—until Apr 2005, it said. The government blamed pressures on the parliamentary timetable. It said the legislation, the Electricity (Trading & Transmission) Bill, required to implement BETTA, would not be introduced in the current session of parliament. "The government remains committed to bringing forward this important piece of legislation as soon as possible and to the implementation of the BETTA reforms by April 2005 at the latest," it said. The change in the implementation date would cause some rescheduling of tasks, but the current consultation timetable would remain broadly in place, it said. The license conditions and codes underpinning the expanded electricity market would be ready well in advance of the creation of a Great British power trading market, it added.
