TSOs can recover BETTA costs: UK govt

Transmission system operators should be able claim back the costs they run up during the implementation of BETTA, or the
British-wide electricity trading arrangements, the government said Wednesday. In a joint paper with energy regulator Ofgem, the Department of Trade and Industry said transmission licensees should be allowed to recover BETTA implementation costs, as
long as the work was necessary for BETTA, and wouldn't have been done otherwise. The costs should be recovered over a
British-wide charging base. Should there be material costs associated with BETTA for distribution licensees, then they too
should be allowed to recover their costs, the government said. Network code operator Elexon should be allowed to recover its
costs too, the government said. Implementation costs would be charged to the British system operator, who would reclaim the
money from customers. BETTA is due to be launched April 2005, uniting the Scottish with the English and Welsh market.
