Spain's environment ministry has approved a Union Fenosa proposal to build a three-unit, 1.2GW combined-cycle gas turbine power plant at Sagunto in eastern Valencia, it said Friday. The authorization, published in the official state gazette, lays out certain conditions for the project, which is related to a Fenosa-led project to develop a Eur326-mil ($388-mil) liquified natural gas terminal nearby. The conditions cover all stages of the development and include minimizing disturbances to area surrounding the site, properly storing waste materials, installing adequate emission control systems and minimizing acoustic pollution. According to a previously disclosed scheduled, the first 400MW unit at Sagunto is due to be completed in the second quarter of 2006, the second in the third quarter of 2006 and the third in 2007. Fenosa has meanwhile applied to expand the Sagunto CCGT to 2.4GW. The LNG terminal, which will have a projected hourly throughput of 800,000 cu m, already has environmental approval and is expected to be operational by April 2006.
