Ofgem to keep UK fossil fuel levy at zero

UK energy regulator Ofgem is to hold the fossil fuel levy in England, Scotland and sales at zero percent from Apr 1, 2004 onwards, it said. The fossil fuel levy is a tax collected from electricity suppliers, with the proceeds going to support renewable generation. The levy is to remain at zero in England and Wales because the prices secured at auction for the rights to the output of the renewable generators includes the benefit of any climate change levy exemption and renewables obligation certificates but exceeds the prices guaranteed under the scheme. Under the present arrangements in Scotland, only the renewables obligation certificates are auctioned. The expected proceeds of the auction, together with an existing surplus of levy funds, are such that it is possible to maintain the levy rate at zero, Ofgem said.
